This is a lightweight, packable coat that blocks the wind very nicely and won't weigh you down. The cut is flattering and the pink is super cute! I appreciate the adjustable hood and hem. My only complaint is that the stitching for the Velcro on the cuffs does not seem to be the most bomber but time will tell.

Is this a good option for blocking winter winds in the north? (i.e. northern North Dakota type winds)

Does the jacket run small? if i would want baselayers or a fleece underneath would you suggest going up a size?

I have the men's version and I would say it runs large actually. I usually buy Large in size, I also did for this one, though I wonder if I could have sized down to Medium. I haven't used it with anything but a shirt underneath though.

Runs true to size! There is plenty of room for a fleece or baselayer!

This jacket is not waterproof, this jacket is more meant for super light windproof option. Think of it as something you would put on after you have got to the top of whatever mountain you are hiking where it is super windy. It will repel light rain, but will not protect you in a downpour.
